Will Nepali politicians consult India and China Japan before granting dual citizen ? Or will they they consult European countrie? 

India will have to give how many dual citizens to Nepalis working there for generations? And vice versa. Same in china and other Asian countries and gulf.  If Nepal granted dual citizen and other Asian countries do not, then what are the consequences?

All countries have people who do black market business and they have multiple passports and multiple citizenships acquired illegally.
