I hope I am wrong, but I've the impression that usually the third-divisioners are the ones able to get through it; they then continue to suck the gov. money for life. Exceptions are of few females who passed the foreign service exam for loksewa recently. It is usually filled with incompetent people, dominated by mainly one particular ethnic group. Though it looks very fair from outside, it seems to have its own veil/wall and don't usually attracts and employs the best like IAS (Indian Administrative Service) does. Again, I would like to be wrong.
