"Dumb" is a pretty strong word that you used, I think.

With this journalist's accent, pronunciation, and speedy speech, it is difficult, at times, even for a English speaking Nepali individual to understand him. Quite importantly, I did not laugh at all at this speech on the video. When I first came to the US, I would get a lot of 'what was that?' for a significant number of sentences I spoke. That is not the case anymore.

The main purpose of communication is to get your message across clearly. I bet if he reported on this news development using ISD call, he could have wasted good chunk of money during predictably "what was that?" situations. Smooth communication may get  hindered by wrong pronunciation, hurried speech, and non-native speaker tone. Actually, I commend him for rising up to the challenge to interface with a foreign journalist to report on something important. Despite all, he could easily improve on making his speech more understandable. This is a common problem, I believe, every non-native english speaker faces and can be easily improved upon with the right approach.

y the way, I would like to point out that almost flawless English outta dame's mouth with a tinge of foreign accent sounds sexy as F$%K.
