Please have a look the letter sent to Madhab Nepal by OBAMA. he has stated Nepal as "Federal Democratic republic".

As far as I know Nepal is yet to be Federal.Please enlighten me if Nepal is already Federal Republic.If its a mistake, How can American Government make mistake?
