I agree that the 40-points demands are overrated.  It was indeed an impromptu organization of some crude and in some cases primordial thoughts for what Maoists later adopted as “democracy for 21^st Century” and it’s agenda.

So the evolution of Maoist thoughts during the war itself must be taken into account while judging the contributions of Maoists in how the contemporary political discourse shaped up.
