Master's and Ph.D are the entry level and believe me there is good funding available here(in form of assistantship). Especially in Ph.D, it is fully funded. Students normally get around $1100-1700 per month as stipend in addition to 100% tuition remission. The stipend amount varies according to university. If your motive is purely study then choose USA.
