Government subsidies work like getting a discount on your health insurance. The discount can only be used through the Marketplace or a similar state-run exchange. These subsidies are sent directly from the federal government to your health insurance provider.

I'm not sure if you'll be able to apply in the middle of the year. Normally, open enrollment takes place between November and January. However, you might be able to enroll due to Covid; I will call and inquire with the local office.
