In Nepal, too, all goverment employees must be asked to join some seminar / training on ethics regularly e.g. 4 times a year, so that they know the consequences and retreat from unknowingly behaving that way. Who is going to give lecture on ethics and listen to them? When country's leader like Deoba (who amessed huge public property and claims it as his wife's property obtained by her from her parents as gifts..... its joke.
