Had you reregistered during at least one of the re-registration period?
The federal notice clearly says that if you had re-registered for at least one of the registration periods, you don't need to write a explanation letter.
I had reregistered during the first reregistration period, which should be good enough for EAD application (as my TPS is valid) as per the FRN. I think the case workers haven't been properly notified on this as for other countries one had to write a explanation letter if you missed any of the reregistration periods barring Nepal and Honduras.
