 Is covered california considered as public charge?

Hi,

I think public charges for the process of the green card have been removed. But I would still like to know is covered California considered as taking help from the government? I feel like if you are enrolled in Medi-Cal, it doesn't look good while processing the green card. What do you think guys? Please let me know. Thank you.
