Apply OPT right away whether you apply TPS or Not. https://federalregister.gov/a/2015-26395

24 months OPT extension (provided you get job on time with e-verify company) should get you enough time to apply for H1B.

If you are not sure on above case, apply for TPS (with or without EAD) as a backup.
