I am not sure I completely understand your question, but assuming you are a F1 student, here is my answer: Have you filed tax returns for 5 years? Health care requirement only applies to "resident alien" international students (you become a resident alien after 5 years; before that, you are a non-resident alien). Non-resident aliens don't need to pay fines for not having qualifying healthcare. If a non-resident alien (who is supposed to file 1040NR) files 1040 (used by resident aliens and citizens), it may cause problems when/if he has to file an adjustment of status (eg. file for Green Card). When you apply for a GC through employment, you may have to submit copies of old tax returns. As a non-resident alien (F1 student for less than 5 years), you need to file 1040NR and 8843 every year. Aba employment-based GC ko lagi kahile pani apply garne bichar chaina bhane je bhare ni huncha. Athawa, pachi amended return bharula ani lageko fine tirula ahile chahi yehi bharchu bhanne ho bhane je gare ni huncha. Apologies if I didn't understand your question.

if you go by rules, Student  from Nepal must file 1040 NR.  You already filed 1040 and no turning back. But you may face consiquences in future during the green card process.

Couple states has provision for Health isurence and if you do not have 1099 HC you will be paying penalty.
But there is catch and you can avoid it checking religious reason or cultural purpose ( I have not reviewed 2015 yet ).
Check with me in couple weeks.

Try other softwares too.

@cyrus - OPT is still F1, so the same rule applies to you. F1 students are supposed to file 1040NR and 8843 for the first 5 years (NR= non resident), and 1040 (the same form that citizens use) starting 6th year. If you are asking this question, you probably have been filing 1040 all these years. Look at my answer above to see how this might affect you in the future.

प्रस्न अलि प्रसत भाएन.
मुला, तिमि US मा बसेर सेल गछौ भने सबै foreign tax expense हो. GILIT tax rules applies.
