CIS = Computer Information Systems?
If that is the case, then Computer Engineering focusses on hardware while CIS focus would be software. From career standpoint, CIS would probably be better, but you have to like computer programming. Hope this helps.

 CIS(computer information systems) is not the same as CS(Computer Science) or IT.
CIS focuses more on the business applications and very basic knowledge in programming whereas Computer Science is the hardcore programming(very less web programming). If you are into programming then Computer Science is the one you should go for.
Computer Engineering has some programming and some electrical engineering blend into it.
Electical Engineering is less programming and more hardware like cicruits and stuff.
IT is more of the web part of the programming.

Hope it helps.
