 Serious Question about F1 Visa Stamping in Canada

Hello Everyone,
I am currently in US with valid F1 visa which is going to expire on February 2011. So I have my visa valid for next 2.5 months. I have heard of people going to Canada or Mexico to renew the visa. What is the procedure for visa stamping in Canada or Mexico? what documents do I need?
If anyone has any experience on that please share with us.
If my visa is denied will I be able to come back to US if I have a valid visa and I-20? I am currently in different university than stated in my visa is that a problem?
