You can join college while on OPT. After you get I-20 and your ISO transfers SEVIS to new college, then your OPT is terminated.

Talk to your ISO again.

This is one of questionnaire in OPT handout of a university.

Can I attend school while on OPT?
The primary purpose of OPT is to give you the opportunity to work in your eld of study. You may, however, attend school as a part-time student while you are on OPT. If you wish to enroll in a degree program (i.e. Master!s or Law School) as a full-time student or enroll full-time, notify CIE so that we can transfer your SEVIS record. Once you transfer to the new school and your start date is active, your OPT is terminated.

I am not sure how to interpret what your international advisor told you. I am on OPT that is valid until next year, and I am joining a different school this fall. The international advisor at this different school says I can have SEVIS transferred from my former school while I am on OPT.

And I dont see a reason why students on OPT cannot  join school once again. But yes, once you join school, your OPT becomes invalid, meaning you cannot continue working on OPT.
