This chart does say that it shouldn't be taken as a fact at the bottom. However, please point me to a link on the site thats credible eg. snopes, urbanlegend etc. The website you pointed out itself seems to be a hoax.

There is no place in America where the average IQ is in the 80's. Just think about it. America's average IQ is approximately 100, and so the IQ of the states will be vacillating around this value. It's all over the internet that the data you posted is a hoax. Visit some blogs if you don't believe me. It's made by some sore democrat to belittle red states.
