In the new constitution, we should make it a law that member of parliament can not be a minister.
Being MP in nepal is associated with lots of unethical, illegal acts, and once they become ministers, they are inclined to make people who elected them satisfied and thats what leads to corruption.

Lets go for kind of american system, elect primeminister( or president) make parliament powerfull to grill the administration. It works
