you can use any tool to change dat to wmv, but the important thing is not about converting, it is about the size.
One vcd song is around 75mb that u can not upload in web page, so need to make it small as well. i used Digital Media Convertor and then reduced the frame rate to low bit rate like 144kbps at low frame rate like 25fps. I tried lower than that and the video file becomes really small but the quality is really crappy. Also make sure to set audio at Multiple Bit Rates Audio (MBR).
