 Visa Rejection Question

I invited my parents for graduation and they got rejected in their interview for no apparent reason. What can I do to help them? Should I write to the U.S. Consulate in Nepal and if so would anyone know their email address? I even sent them my transcript and the stupid consular didn't know how to read it and said where was I for 2 years. He later looked at it carefully and found out it was okay.
Why do they make it so difficult to do things legally in America? People get away doing things illegaly but if you do it the right way, yo ualways get hammered.

Any suggestions would be very much appreciated?
