 USPS says my tps/ead applications was delivered on 6/18, when can I expect a notification from USCIS?

I would wait at least for three weeks from the day of delivery. If you have also submitted G-1145 then you will get a notification that your case was accepted within 2-3 weeks.

I sent via ups. I got notification text in 3 days. I got 797c in 7 days from the day it was received. In less than 10 days from the day I sent package, I had 797c notice on mail.

Are people given appointments for biometrics who are re-registering? Or are they bypassing biometrics since they have already taken biometrics at the initial applications for TPS? Last time it wasn't required.

Application submitted 6/13 via FedEx
Delivered to USCIS 6/15
Receipt - 6/18 (i.e. 821, 765, online account)
Biometrics waiver letter received - 6/22

Do i have passport size photographs too on the packet? I have been reading mixed reviews on this, suggestions?

No, the instruction clearly states,if bio-metrics is required it will be collected if needed. Unless you are applying for travel document that is. That requires photos.
