 NRNs bottleneck Dual Citizenship

Why NRNs are adamant about dual citizenship when India and China are prospering without dual citizenship granted to NRIs and NRCs returning to their country? They just allow residency. 
Does these NRN wanted to capture all government jobs? Aren't there lots of other areas to develop in Nepal? Do they want to be a politician one day?

I'd say give them dual citizenship but charge them 500 usd per year to maintain it, win win for both parties

There are about 5 million Nepalis living/studying/working abroad. Not all of them are gonna go back, infact, most of those out are probably planning on staying wherever they are. 

This constitutes 1/6th of our population, we can't ignore this. They have valuable experience that could be of benefit to the government. Out of the remaining 25 million in the country, around 1 million live in Kathmandu. From 25 million strong, how many do you think back up your views MNO? 

When you bring your views, do you leave your personal feelings at the door? Dont be jealous, think about the betterment of the country as a whole if you really want to debate, bring some understandable relevant statistics to the table and not just 'ek kan, dui kaan, maidan' tactics.

When I hear any discussion on dual citizenship, it reminds me of my friend Kalpana.

Kalpana is from a well to do family in Kathmandu. She is educated and modern. While she's working, she meets Subash, who has come back to Nepal for a year long intership in Nepal from the US. Subash was born in the US. Subash is taken by Kalpana's charm and keeps coming back to her workplace and after coming back almost everyday for 2 weeks, ask her out for some coffee.

Kalpana is also attracted to Subash and they start seeing each other regularly.  Subash will be done with his Masters when he goes back to the US so he figures he will come back after six months to get married to Kalpana.

Kalpana knew that her parents were strict about caste, but she didn't know how strict her father was till one day Subash came to drop her off to her house in his motorbike. Her father asked her who he was and she told him about their relationship. Subash was of different caste than Kalpana and her father was adamant that she end her relationship right away.

It was overwhelming for Kalpana since her father told her that she will cease to exist for him if she married Subash. Subash went back to the US in few months promising to come back after 6 months to get married and then both of them would go back to the US.

During the 6 months they talked online everyday and more and more Kalpana decided that he was the one for her. If her father could not accept her love then she was not going to be victimized by her father's caste discrimination.

After 6 months, Subash came back to get married and Kalpana left her house to get married to Subash and had a grand marriage ceremony at Subash's place. None of her family were present. They did not accept this marriage.

After spending few days, they left for the US. Kalpana tried calling her house but as soon as they heard her they would hang up the phone.

It's been 2 years since they got married and to this day, Kalpana's family have disowned her and refuse to talk to her.

OK. Now the part which reminds me of dual citizenship. Just because she got married to someone her family didn't agree with does not mean she has to be forced to give up her relationship with her parents the same way someone shouldn't have to give up their Nepali citizenship if they become a citizen of another country, unless like Kalpana's father they are too ignorant and too proud of themselves to accept their children no matter who they get married to or where they get citizenship of.

Just for the sake of absurdity, I'm going to repost your questions again and try to answer those:

1. What is the benefit to Nepal if given citizenship to those retirees? 

I don't know, its not like they have an ounce of experience with dealing with other people. And you know, Nepal is all self sufficient economy so we can really close our eyes and imagine our neighbors dont exist and we dont need them or maybe they need us. Step one to delusion: accomplished.

2. How many young generations have US citizenship who want to go back and work there?

First we need to make the country a bit more stable before we can ask this question. Then when you ask 'who wants to go back', you come back here and report with the numbers.

3. Investments are flowing in even without dual citizenship. So why need for it?

Good point. I don't have an answer.

4. Euta khuta bidesh ma arko khuta Nepal ma rakhna khojera huncha?

Do you know what drives evolution? It is not survival of the fittest anymore. Those survive who can adapt to change. And if you take a step back from your Nepal-centric views and look at global progress, the internet has really tied together the corners of the world. We are already in, or on the brink of, a more or less global subculture. If you don't want to be a part of it, go build a rocket and live on the moon. That computer you are typing on, was probably made in China, Taiwan, or Japan, one of the programms written by an Indian dude nearby, helped repackage by a Nepali factory worker, marketed by a team of Americans/Canadians, ultimately delivered to your shop via the mind-blowing logistics of today's frieght companies. 

And here you are talking about what now??? 

5. NRN le euta village ma bato matra banaye pani pugcha. Aba Tesko lagi pani dual citizen ta chahidaina hola?
thulo thulo ghar ma saan le basna payekai cha ? Kinda chahiyo tyo dual citizen?

Ok I'll be the one to say it. Your ideals are pretty damn communist, my friend. Is that the state of things there? Take it from history lessons, it doesn't work. You cannot have social equality without radical restructuring, and frankly our country has witnessed enough restructuring with the 10 years people's war and cannot afford another one just yet! SOOOO there's gonna be people who are richer than you, more priviledged, drive a shinier car, have central heating, and it really isnt justified to glare at them and think bad of them. These people, whether you like it or not, WANT to help. 

Face it, would you rather a government worker living in Kathmandu earning 40k/mo (NRS) wages, have him go and help rectify village problems or would it not indeed be easier if a fat cat from US/AU/CA/UK/Europe help out with some of the expenses? Man think, leave your ego aside. NRNS = good money. All they are looking for in exchange is to belong to their homecountry, which you, by yourself, have no right in denying them.

 Out of 5 millions how many have revoked their Nepali citizenship? Most of them students, worker in gulf, illegals, refugees ?  The refugees might not want nepali citizenship i guess.  NRN get all rights besides voting . THey cannot work for gov directly but they can work as contractors? So how India china Korea developed ? Think deeply how?

You got education right? You can have solution to development without citizenship?  How you you survived in USA before you got citizen for 10 or 15 years? Did you vote or got gov job?

So when the mass migration started in Nepal?. It is not more than 10 years. So, not many would have got citizenship. NRN spend 10 or 15 years getting other country citizen. you struggled for yourself to get that. 

Now they can wait for next 15 years to get Nepali citizenship hahaha. You all have to struggle for that too. No easy money anywhere. And  save your hard earned money in bank until it becomes devalued.

If you cannot succeed in Nepal there is always a option for you to come back to USA and retire in Nursing home. USA gov will take care of you. With Nepali citizenship, Nepal gov will not take care of you baby.

Having dual citizenship is like being a member of 2 organizations.

There is nothing wrong with it.

If Organization A says you have to give up your membership at our organization if you take membership at any other organization, then it only shows that Organization A is an absurd, intolerant, narrow minded organization.

The same thing translates into the dual citizenship discussion.  Let's say someone lived in Nepal 15 years and lived in US for 15 years, there's no reason why he can't be a citizen of both countries.

It boils down to how narrowminded the organization is. If Organization A was to go on a loss if its member took membership of another organization, then yes maybe they make the rule. But if there is no loss at all for the organization then that rule just becomes STUPID rule.

All countries that don't allow dual citizenship made their laws decades ago when movement between countries were limited, before the time of the internet. Now internet ties us together and has made us global citizens and it is silly to bicker about now allowing dual citizenship because you are adamant. What do you have to lose by giving dual citizenship?

When you are starting an argument, you have to have an open mind to think both ways, otherwise it will just be bitching, for lack of a better word.

Me, including others, have repeatedly asked you why are you oppose to it but you cannot point to one good reason why we shouldn't get the dual citizenship. The only point you keep making is how other countries have not instituted this and we could still get lots of things done w/o citizenship; that doesn't tell me why getting one is wrong.


I thus took upon myself to do more research on why dual citizenship is bad for a country. And I did find some good reasons, why Dual citizenship is not recommended.

There might be several other issues with dual citizenship, but one important reason has to do with a country's security. A country like India has good reasons to be worried about dual citizenship. Everybody knows that citizenship comes with many perks and ease of access. Many sensitive area job in US comes with citizenship requirement.
Citizenship in US requires an oath of loyalty, "I absolutely and entirely renounce and abjure all allegiance and fidelity to any foreign prince, potentate, state or sovereignty." Whether somebody follows this or not is a different question; but say hypothetically, US is in war with another country (e.g. Japan), who should you claim your loyalty to? Say you chose one country over other, now you could be a serious potential threat (a traitor) to the other country since you have all the access and privileges as the citizen of the other country.

India has a good reason to be afraid of this (China, Pakistan), this is why they mulled the idea completely. But wouldn't you think US would have this issue too? They must have given a good consideration on this (there were certain instances in the past where this issue was raised) and yet they allow dual citizenship.

Nepal might not be as vulnerable, as say China or India is. But that's not to say the things won't change in the future.

I am still not fully convinced that dual citizenship is not a good idea; but now I do understand some reasoning why it could be considered wrong. Citizenship is not a membership to a club; it is an exclusive allegiance to a country and oath of loyalty. How can you be loyal to two entities, specially when those two entities could come in odds with each other in the future?

Looking at the context of this thread, I assume most of us who are posting here are either from Nepal from or USA. For NRNs residing in USA (and hold a US passport) and crying for dual citizenship, here is an important note for them.

"U.S. law does not mention dual nationality or require a person to choose one citizenship or another. Also, a person who is automatically granted another citizenship does not risk losing U.S. citizenship. However, a person who acquires a foreign citizenship by applying for it may lose U.S. citizenship. In order to lose U.S. citizenship, the law requires that the person must apply for the foreign citizenship voluntarily, by free choice, and with the intention to give up U.S. citizenship.

Intent can be shown by the person's statements or conduct.The U.S. Government recognizes that dual nationality exists but does not encourage it as a matter of policy because of the problems it may cause. Claims of other countries on dual national U.S. citizens may conflict with U.S. law, and dual nationality may limit U.S. Government efforts to assist citizens abroad. The country where a dual national is located generally has a stronger claim to that person's allegiance."

This indicates that thos NRNs who hold a US passport (and citizenship) may lose it if you apply for Nepali citizenship. So, the moment you get your US citizeship, you automatically lose your nepali citizenship (according to Nepal govt. rule). Once you have US citizenship, if you reapply for Nepali citizenship, you might lose your US citizenship. Basically, according to current US law, you might lose your US citizenship if you happen to reapply for Nepali citizenship and get it (even if Nepal govt changes the rule allowing dual citizenship).  So, I don't see any point of argument about dual citizenship at this point, at least for US-based NRNs.

The question is Whether there would be an effect on Nepalese Foreign Policy once we grant the dual citizenship to few Nepalese living aboard?

No doubt, within few years, all Indians, Bhutanese, Tibetians nationalities can easily come to Nepal and they can gain this stauts as well.

It was my sole decision to give away my birth right citizenship and to become a naturalized U.S. citizen. And Nepalese govt. is not against it.

Now, it would be selfish to demand to have back my birth right citizenship and force them to make New laws on the decision I made for my own benefits.

There are 27 million Nepalese citizen in Nepal. And they have a Right to decide to give or NOT TO GIVE dual citizenship to people like me.

 Someone said young generation will go back if there is stability in Nepal. Which country is stable today? Aba stable bhaye pachi farkine bela ta sidhai Pasupati pugne bela huncha.

Nepal will have the same danger as India and china have with dual citizen. Why Nepal is not a country? 

No Asian countries allow dual citizen, I think. Giving dual citizen by Nepal is creating Israel in Middle east. So I think for next I don't know how many years you have to wait for another Israel.

Nepal lai tyaha sambhidhan banaune tension cha,  bistarai bhaye pani  development hudai cha. Yesto crucial time ma k Nepal lai tension diyeko  yo NRN le. Please help with your advise not money. Nepal has plenty of money. As prime minister says You bring your education and development ideas back here. We will give money.

I think most of us arguing here don't have a US citizenship, so it's certainly not a moot point.

@mno, Maldives and Srilanka, along with many other Asian countries allow dual citizenship. Again, please use logical arguments; not things like Nepal lai sambidhan banauna tension chha and all. As if this matter will be the sole reason why we will have to postpone the issuane of final constitution.

Dual citizenship is out of equation for student, H1-B and green card holders since they are still nepali citizens. Dual citizenship only comes into the equation, once you become US citizen. So, those NRNs who are already US citizens are no way getting dual citizenships since they gave up their nepali citizenship automatically the moment they became US citizens. Even if Nepal govt amends the law to allow dual citizenship (hypothetical situation), they have to reapply for Nepali citizenship and they may risk losing their US citizenship in that case.

For those who gave up nepali citizenship to become a citizen of other countries, Nepal govtment has already provided the facility of NRN card (valid for 10 yrs and renewable) which basically gives you all the right as a nepali citizen except holding nepali govt job and voting right in Nepal. So, I don't see why few people are whinning about dual citizenship?

Not sure if you went through the posts above by others. The whole point they are making is that dual citizenship should be considered by Nepal for those with Nepali citizenship who wants to get US/UK citizenship. You are dismissing the whole point in your assumption.
I can understand the reluctance on the part of the government but to me, it is purely for the ease of travel, I am not after mno's government posting.

Dual citizenship matter is much more complicated than just the ease of travel. In form of NRN card, NRNs are already getting the most facilities of dual citizenship except they don't get to carry a nepali passport, hold a govt position and vote in Nepal. What extra perks do they want to include with dual citizenship?  Does someone want to be a senator in US and Secretary of some ministry of Nepal at once? In my opinion, I owe allegiance to one nation at one time. Once you get a new citizenship, you have made your intent clear that you want to be loyal to your new country and not your old. To me, citizenship of a country is more about responsibility than right.
