Dear sons and daughters of Nepal,

We do not really know what the situation is like in our country. We have heard more rumours and less facts; and we have made our own judgement based on those rumours. Our opinions have been divided into almost two halves. One half supporting the King's move and the other half opposing the action. Almost all of us who are fortunate enough to live in the west at this torrid time are capable to think sensibly on this issue.So lets contemplate with the love for the country and citizens in mind now.

Some of us may have been victims of atrocities committed by the Maoists. Some may have suffered because of the corrupted political leaders. And some of us may have been the victim of injustice in the Panchayat era and at present. So we are expressing our vengeance against those who have made us to suffer. And therefore we are divided. The citizens who are educated, who have seen how democray functions, who know the fruits of social justice in a developed society; we are divided. And this is not a good sign for the future. Tommorow, we have to take the burden of Nepal in our shoulders. We have to hand the nation to our next generation. We have to make sure that we can hand over a peaceful and prosperous nation to our children and die. Otherwise we are not different to the previous generation which never got the oppurtunity like us to see the democracy and prosperity of the western world. Our children will blame us if we fail to do better things for our country.So let's try to be impartial, let's forget our personal interest, let's put away our vengeance against both sides of the debate.With a cool mind let's discuss what can we do at best to resolve the current crisis from our part. I will try to give my assement in the next thread on what can we expect in the near future and what is best for the country in the coming days. Please put your thoughts, unbiased and pragmatic, without spilling your anguish and hatred to all the sides- political parties, monarchy and maoists.I hope all of you will take part in this debate very seriously.

I wish somebody would initiate Gau Farka abhiyan instead of everybody going overseas places like Iraq. At least we would not have Black Day of August 1st when 12 brothers were murdered.

I wish 60s and 70s were back. Even 80s were far better than 90s and 20s. Finally it is surprising to hear you claiming yourself as a neutral citizen. For the last 2 weeks, you sounded like you belong to the student wings of political parties.

I am indeed a neutral citizen and think impartially. Not like you-explicitly supporting one side and criticizing the other.

If you contemplate on what I say you must realize that the need of the hour is to work together not individually.

Gyanendra cannot confront the Maoists single handedly. He shouldn't be upbeat with the relative calm in Kathmandu now. This is the silence before the hurricane. A big scale attack from the maoists is yet to come. It will surely come and whether the new combination of King and army can handle it differently is a matter of wait and see. I don't think this will be an easy task. He must at least garner military support from India and the west to confront the maoist in the longer term. And US and India are not going to help him unless he softens the restrictions on civil liberties, allows parties faithful to multiparty and constitutional monarchy system to engage in politics and free the ban on media. And again Gyanendra has the power to punish the corrupts even if political activities are allowed in the country.

If Gyanendra is determined to crush the Maoists, other political parties must play a role favourable to the King and the west and India must continue their assistance to Nepal. Apart from Kathmandu, maoists only consistently show their presence in the villages. Political parties can show their presence if the King and the army are positive. And thats the best way to regain government control over villages in Nepal.For this purpose also, Gyanendra should not ignore parties in this way.
There is no possibilities what so ever that China will supply arms for free to crush the Maoists who are in fact the followers of Mao Zedong -their national hero. Communists support communists in the end. North Korea is surviving because China is backing her from behind. Royalist must know this fact. You know why the west and India have started withdrawing their support to the King? Because Gyanendra have shown signs of tilting towards China. For economic and friendly reasons, China may be an ideal choice for most of the Nepalese over India. But India's role is more vital in the end. SO Gyanendra must balance the foreign policy.
I don't have an extremist view that Maloists problem can be solved militarily. The best option for Gyanendra is still to give the maoists a chance by accepting their call for constituent assembly. Still the majority of the Nepalese are in favour of multi party democracy and constitutional monarchy, with monarchy playing a UK type role. So Gyanendra should not fear about the outcome of the assembly election. This helps him to prevent bloodshed. But if he thinks the Maoists can be wiped out, he must get support from India and USA at the end of the day. Other wise, his single handed authoritorianism will be short lived and he will be forced to hand over the government to the same corrupted leaders soon. The best thing to avoid this is to announce the lifting of ban on press and politicians immidiately and release detained Human rights activists immidiately. US and India won't ask for the release of political leaders who are convicted of corruptions anyway. Otherwise, neither those country will resume their assistance, nor the King can defeat maoists. He will only near his downfall.

Glimpse of hopes are marred by false assurances:

King Gyanendra has tried to raise hopes for non-political Nepalese majority by giving assurances for estabilishing peace and security within three years. He has also promised to retain press and political freedom and allow to re-exercise multi party democracy within three years. His assurances could not be any better for the Nepalese people who desperately prioritise peace as their greatest need at this moment. We Nepalese have a habit of expecting a lot from our leaders (those who lead) either it be king or politicians. We think that they are going to clear up our mess and therefore easily bestow our faith to them. We listen to them and believe them without thinking that they might be manipulating our belief to fulfil their vested interest. At least, the small portion of the Nepalese population which is better educated should be pondering on this lack of judgement from us, from conscious citizens. But even we don't think on this area either because we cannot think at all or because of our personal interests ruling over our conscience. This is the harsh reality and I ask the Sajhaittes to think about our own disability of making correct judgement about what the politicians or King are saying to us. Are they something tangible? Will their idea work? We have never asked such questions . We have just listened to them and believed them , some may have believed a lot and some a little bit lesser, but we have never questioned them about the credibility of their idea. Let me elaborate this.

When the party leaders came into the political arena, they made us lots and lots of promises. Not only promises, they gave us many dreams. They said, they would eradicate poverty from the country. They said they would make Kathmandu Switerland. We believed when they talked about Melamchi and we believed when they talked about Arun third. But we never told them, hey don't make silly fuss. These things are simply ungettable, they are simply unfathomable. We just believed- Melamchi would enundate kathmandu, Arun third would glow Nepal and fetch US dollars by selling electricity to South Asia. Did we ever asked them to shut their mouth? How can a country just emerging from black hidden days of Panchayat transform into switzerland. But we started dreaming that our country will be switzerland once a politician said so. If we didn't belive on the Poltician's gaffe, if we didn't vote them according to the sweet promises they made, things would have been different today. The best possible system discovered so far to run a country would not become a fiasco this quickly if we, as a conscious citizen were bold enough to question them about their silly promises. Unfortunately, instead of asking them to be more practical, we expected them to transform Kathmandu into Switzerland in a matter of years. Now, we are complaing they lied us by making false promises. But why didn't we dismiss their stupid promises by telling them that their idea was total flop. They are ungettable so shut up. Naymore, we voted them again and again.

Now again we are making the same mistake. The King says he is going to restabilish security, peace and multiparty democracy within three years. And we are saying , oh yes the generous king is taking only three years, so why not give him a chance? But guys have we thought that the Maoists insurgency cannot be flushed away in three years time. Can the insurgency which has taken roots in every nooks and corners of the country after 10 years of expansion be completely whitewashed in three years? This is a total non-sense. Here's another man- the king trying to make his hay in the sunshine out of our foolish habit of believing the powerfuls. Why don't we challenge the King saying no you cannot crush the maoists in three years time. No the army alone cannot win a political war. No you cannot sideline the political leaders and rule single handedly. Why can't we ask such questions to the king. Particularly, taking his past into account. Didn't he promised that he would remain within constitutional monarchy before? Didn't he said that he is committed to multi-party democracy before? Where has his commitment gone? How different is the breaking of his promises to the politicians promises. Guys we have to make cross checks before supporting or believing the King.

Musharraf said he would give up his post as the Army chief soon in 1999, but he has not left after six years. What makes you belive that King Gyanendra would back down after three years? Why the hell he would leave after strengthening his grip in power. Freedom is forgetten once people are stopped exercising it. The radio staions shut down today will not re-open after three years. The human rights activitist will be caged in forever. The restrictions for the general people will get stricter and the people will feel used to to the restrictions after 3 years. So we shouldn't let these bans prolong. The longer they are let to stay, the chance of them staying longer will be more.

King Gyanendra today has no options besides promising that the ban on civil liberties will be lifted soon. Because, he desperately needs the support of world community, he is trying to convince them by giving false assurances. The world community must say it should be lifted now. otherwise, they will be tighter in the future. People will get used to with this and restrictions will be the way of our life once again. He has shrewdly categorised the opposers of his action as terrorists. he wants to get the backing of Americans by labelling everyoone who opposes his actions as terrorists. But why don;t we say that we oppose him but we are not terrotists.

Huna sakne kura po patyanuparchha. Can we belive that the Maoists problem will be solved in three years, that too by using force? Nah. Not at all. This is the biggest lie we have ever been told to. We shouldn't be duped by the false assurances of the King guys.

Political parties gave us false assurances and duped us for 15 years. Now the King is giving more unrealistic assurances and we have started to believe him. This is a grave mistake. We shouldn't believe things that are unsubstansiable. If we belive this, 3 years will run to 6 years and ten years and 20 years and 30 years.

Promises made by democrats may not be fulfilled in years but the promises made by despots will never be fulfilled.

The only thing I want to request you is believe on things that are believable. Believe on such assurances which look possible to fulfill. But never believe on assurances that do not have even remote chance of being fulfilled. King Gyanendra is giving assurances that look impossible to be fulfilled in three years. Specially, the idea that the Maoists will be flushed in 3 years. We must question on his intentions now because if we do not give him tough time now, he will stretch this mess for decades. And our children will be the biggest sufferer. How do children grown under a repressive regime be compete with the one grown in Europe and America. Is it not the time to challege the King that your idea can't work this way. You must put together the Maoists and the Politicians even if you have to sacrifice some of your unprecedented constitutional power. Sabai padhe lekheka buddhijivi lai chetana bhaya.

About me, I just went back to Nepal in last December. And let me tell you one thing: the condition in Nepal is not good at all. After the coup of King Gyanendra, I have talked to my family many times and they see the conditions going good.
I dont care who take over the Power as long as its good for Nepal.As you already admitted last 15 years wasnt good period for Nepal. So What more you expect from those who call themselves Netas. So I pesonally liked the king's move.

I know who I am. And I know what I am writing. I don't want to listen to your preaching in favour of the King. I don't believe on unsubstantiated promises of the King neither of the politicians. You dumb asses better read thoroughly what I am writing or don't comment a shit about my writing.

QUESTION: On Nepal.


MR. BOUCHER: Let's -- I forget who was going to change the subject first, but I guess you just won. Go ahead.


QUESTION: Richard, opposition leaders from Nepal and also human rights groups, including Amnesty and Asia Watch, what they are saying is that political leaders and innocent people have been arrested by the King rather than the Maoists or the terrorists. And what they are asking the U.S. is really can U.S. (inaudible) King is asking only after three years he will think about restoring democracy in Nepal.


MR. BOUCHER: I think we have made clear our concerns about these reports of arrests. We've made clear our concerns about the status of opposition leaders. As you know, Ambassador Moriarty came back to Washington after delivering a message on our behalf to the King and now is back in Nepal and continues to pursue our efforts to urge the King and leaders in Nepal to resolve this very quickly and resolve it in the favor of democracy.


So no, we don't accept a lengthy timetable. We think that the King needs to move quickly to reinstate and protect civil and human rights, to release those who are detained under the state of emergency, and to begin a dialogue with the political parties intended to restore multiparty democratic institutions under a constitutional monarchy.


QUESTION: Can I follow up?


MR. BOUCHER: Yeah.


QUESTION: Ambassador Moriarty (inaudible) to stop by at (inaudible) to Kathmandu for consultations. Is there any efforts being made by the United States to coordinate positions with the other allies in relation to Nepal as the -- as India and Britain had basically frozen military aid?


MR. BOUCHER: We are certainly in close touch with India, with Britain, with other nations about the situation in Nepal. Any number of countries have expressed the same kinds of concerns as we have. They have moved diplomatically. And we do know that some of them have already made decisions, for example, on cutting off military assistance.


At this point we're still looking at our options on security assistance. We certainly remain disturbed by the lack of progress on detainees and restoring fundamental rights. I would point out the majority of U.S. assistance to Nepal goes to promoting economic development and we're looking carefully at our programs to determine which ones would best achieve the objective of restoring democracy but also presenting -- preventing a Maoist takeover. So we'll look at all those programs very carefully.


QUESTION: Richard, the Secretary -- I'm sorry. The Secretary spoke with anybody in Nepal or any leaders in India or Bhutan on this issue?


MR. BOUCHER: I don't think she's had, you know, phone calls or anything like that for a while, but she's certainly following this issue carefully and directing our embassies to keep in touch and coordinate with others on this.

Is any remark form the US State Department going to make difference for average Maoist militias and local commanders in the battlefields of Nepal who now go as far as dissmissing and disregarding the words and directives of Prachanda and Baburam so that these local militias and local commanders can rum more independent war devoid of pressure form the Maoist high command ?

Bhrasta Netaji,

At least you are here to represent the cause of Maoists rebels and I have full sympathy for the warring faction with a very uncertain future. The sympathy is not for their violent methods but for their uncertain future. The sympathy is for the life of so many Nepali youths who have been misguided to carry arms and ammunitions for a war which they have no prospect of winning at any cost.

Practically thinking, the maoists do not have a tiny chance of winning power in Nepal. Obviously they have the power to continue the present chaos but the chaos will do no good for their cause. What advantage can Maoists gain by continuing violence, letting their cadres to die and making boastful comments of victory when the truth is just opposite? Hit and run tactics will never win a war and maoists simply don't have enough fire power to dislodge the conventional army.

The maoists leaders know this truth and they want to make a safelanding in the mainstream. Unfortunately, King Gyanendra thinks that he can wipe out the maoists. So he wants them to surrender unconditionally . But wouldn't that be a shame to surrender without having their minimum demand fulfilled. Unlike the mandales and some politicians, I do reckon that maoists are a sizeable proposition in Nepali power struggle. But they do not represent the part which they think they are representing. The maoists have over estimated their strength and this estimation will only lead to their failure. If you think that Maoists are the children of Nepalese, do not encourage them to fight.Their future is more dangerous than that of the monarchists and the politicians. Because, sooner than later the king and the politicians are sure to hug each other (because the political equation of Nepal balances when this happens - at leasts for the interests of India and USA).

Now although the maoists may find themselves in a difficult situation, it is in their best interest to offer the King a truce in return for a dialogue in which constituent assembly could be one of the agendas. No matter how many army or police they kill, finally they will have to agree on this issue and this is the biggest bargain they can possibly hunt. Now the Maoists have three options- 1.announcing ceasefire and offering the King a chance for peace talks. 2. convincing the political parties to struggle together for a democratic republic. 3. or continuing the current chaos and digging their own graveyard.

No. 1 obviously is the easiest choice. They may think it's bowing down to the King, but this is the best option to prevent blood shed in the country. Sharing power with the King and political parties and servig for the best interest of Nepal is the best option available for the rebels. Second option is not too easy. But once all sides but the monarchy unite together, they can dismantle monarchy from Nepal but it may take years and years. The king should be very repressive to the people to let this happen. The third option is suicidal for the maoists. They are going to gain nothing by continuing the present actions. They are going no where with the present style.

Our Nepal is for all the Nepalese- democrats, monarchists or maoists, rich or poors. Not for selfish corrupt and self-fulfilling lot.
