I am sure this has been discussed many times before so sorry if I bring up this topic again. I am sure this is not only problem for me, please looking for some good suggestions.



Due to circumstances we are thinking of moving to Nepal for good. I am thinking about getting gus citizenship and not give up my nepali citizenship. I want to put my house here on US for rent and have it as a passive income with care of property management. There is also social security check retirement I will be eligiable in couple years. Due to that I don’t want to give out my us citizenship. I am hesitant to leave US citizenship because of my passive income rental here and SSN payments-or just in case things don’t work out in Nepal and I have to return.



My question is as a US citizen, am I allowed to have property in Nepal-through some loopholes? I know legally its not possible but I am sure people are doing it somehow. Few suggested flying into Delhi and entering Nepal and then flying out of Delhi. For this, do you need india visa? What about my nepali passport? Do I need to give that away? I am not completely sure how all this works. Please enlighten me in detail



Some also suggested- no tell policy. Owning/transferring paternal lands in Nepal to US citizens (with nepali citizenship) without telling anyone. How does this work? How risky is it? How will I enter Nepal with us citizenship? Or do I use nepali passport? Wont they know when I transfer property in Nepal.

१) गैर-आवासीय नेपाली परिचय पत्र कसरी पाउने ?
परराष्ट्र मन्त्रालयको वेभसाईट www.mofa.gov.np मा जानुहोस, Consular Affairs मा गै NRN मा क्लिक गर्नुहोस। त्यँहा Foreign Citizen of Nepali Origin र Nepali Citizen Residing Abroad दुइवटा फर्म रहेको छ। उक्त फर्महरु मध्ये आफूलाई आवश्यक फर्म डाउनलोड गरी आफ्नो वैयक्तिक विवरणहरु भर्नुहोस।नेपाली मूलको विदेशी नागरिकको हकमा निवेदकले नेपालको नागरिकता परित्याग गरेको कागजात सक्कल अनिवार्य रुपमा पेश गर्नु पर्दछ।
गैर आवासीय नेपाली (नेपाली मूलको विदेशी नागरिक) परिचयपत्र प्राप्त गर्न पेश गर्नुपर्ने कागजातहरु:
१) बसोबास गरिरहेको मुलुकको नागरिकता खुल्ने कागजात,
२) नेपालको नागरिकता परित्याग गरेको भए सो नागरिकता परित्याग गरेको प्रमाण,
३) बाबु/आमा/बाजे/बज्यैको नागरिकताको प्रमाण पत्र नं., जिल्ला वा निज नेपालको नागरिक भएको व्यहोरा खुल्ने कागजात,
४) नेपाल भन्दा बाहिर कुनै देशमा कुनै पेशा वा व्यवसाय गरी बसेको भए सो व्यवसाय दर्ता सम्बन्धी कागजात,
५) नेपालभन्दा बाहिर कुनै देशमा रोजगारी गरी बसेको भए सो पुष्टी गर्ने कागजात,
६) हालसालै खिँचिएको पासपोर्ट साईजको तीन प्रति फोटो ।

गैर आवासीय परिचयपत्रको (विदेशमा वस्ने नेपाली नागरिक) लागि पेश गर्नु पर्ने कागजातहरु:

१) नेपाली नागरिकताको प्रमाणपत्रको प्रतिलिपि,
२) नेपाली राहदानीको प्रतिलिपि,
३) विदेशमा कुनै व्यवसाय गरी बसेको भए सो व्यवसाय दर्ता सम्बन्धी कागजात,
४) विदेशमा पेशा वा रोजगारी गरी बसेको भए सो पुष्टी गर्ने कागजात,
५) कुनै अन्तराष्ट्रिय संघ, संस्थामा कार्यरत रहेको भए सो संस्थाको नियुक्तिपत्र तथा हाल कार्यरत रहेको भन्ने व्यहोरा खुल्ने कागजात,
६) हालसालै खिचिएको पासपोर्ट साईजको तीन प्रति फोटो ।

कृपया सबै कागजातहरु तयार गर्नुहोस र परराष्ट्र मन्त्रालयको फोन नम्वर 014200184 मा फोन गरी एक्सटेन्सन २८१ वा गैर आवासीय नेपाली डेस्कको निमित्त अनुरोध गर्नुहोस।हामी तपाईहरुको जिज्ञासा/प्रश्नको जवाफ दिनेछौं र प्रकृयाको बारेमा थप जानकारी गराउने छौं।

२) के नेपाली नागरिकता परित्याग गरेको कागजात अनिवार्य हुन्छ?
नेपालको कानून अनुसार नेपाली मूलको विदेशी नागरिकले गैर आवासीय नेपाली परिचयपत्र प्राप्त गर्नको निमित्त नेपालको नागरिकता अनिवार्यरुपमा परित्याग गर्नुपर्दछ। त्यस्तो नागरिकता परित्यागको सक्कल र प्रतिलिपि आफूसँगै निवेदनमा संलग्न गरी ल्याउनु पर्दछ।प्रतिलिपि निवेदनसँगै लिइनेछ भने सक्कल कागजात हेरी जाँची सम्बन्धित निवेदकलाई नै दिइनेछ।

३) मन्त्रालयमा आउँदा के गर्ने?
सर्वप्रथम आफ्नो कागजातहरु तयार गरी परराष्ट्र मन्त्रालयको फोन नम्वर 014200184 मा फोन गरेर एक्सटेन्सन २८१ मा कुरा गरी आफू आउन चाहेको अनुकूल समय टिपाउनुहोस।हामीले तपाईँको विवरण टिपिसकेपछि तपाईँले तयारी गर्नु भएको कागजातका आधारमा संभव भएसम्म छिटो हुने गरी मन्त्रालय आउने समय तय गर्नेछौं।
सिंहदरबार प्रवेशको निमित्त तपाईँको नाम, नागरिकता लिएको जिल्ला, ठेगाना तथा सवारी साधन छ भने सवारी साधन नम्वर समेतको विवरण हामीलाई उपलब्ध गराउनु पर्नेछ।हामी उक्त विवरण सिंहदरबार दक्षिण गेटको १ नम्वर काउन्टरमा पठाइदिनेछौं।तत्पश्चात तपाईँले तोकिएको दिन सिंह- दरबार प्रवेश पासको लागि सिंहदरबार दक्षिण गेटको १ नं काउन्टरमा सम्पर्क राखी, प्रवेश पास लिई परराष्ट्र मन्त्रालय आउन सक्नु हुनेछ।

४) मन्त्रालयमा कहाँ, कति नम्वर डेस्कमा सम्पर्क गर्ने ?
परराष्ट्र मन्त्रालयमा रिसेप्सनमा आफ्नो नाम दर्ता गर्नुहोस। रिसेप्सनको हाम्रा सहकर्मीले गैर आवासीय नेपाली डेस्क बारेमा बताइदिनु हुनेछ।नीति, योजना, विकास कूटनीति तथा विदेशमा रहेका नेपाली सम्बन्धी महाशाखा अन्तर्गत तेस्रो तलाको पूर्वपट्टि रहेको कोठा नं ३१४ मा गैर आवासीय नेपाली डेस्क रहेको छ।गैर आवासीय नेपाली डेस्कले तपाईँलाई संभव भएसम्म छिटो र छरितोरुपमा सेवा प्रदान गर्नेछ।

५) कागजात बुझाई सकेपछि प्रकृया के हुन्छ?
सम्बन्धित महाशाखामा तपाईँले आवेदन पेश गर्नु पर्नेछ।हामी तपाइँले पेश गर्नु भएको कागजातहरु हेर्नेछौं। सम्पूर्ण कागजातहरु संलग्न भएको अवस्थामा सचिवज्यूको कार्यकक्ष दोश्रो तल्लाबाट तोक लाग्नेछ।सचिवज्यूबाट आवेदन स्वीकृत भएपश्चात दस्तुर बुझाउने प्रकृयाको लागि सोही तल्लामा रहेको आर्थिक प्रशासन शाखाको २२६ नं कोठामा गएर राजश्व बुझाउने प्रकृयाको लागि सम्पर्क राख्नु पर्नेछ। आर्थिक प्रशासन शाखाबाट तयार पारेको भौचर लिएर सोमा उल्लिखित दस्तुर रकम बुझाउन सिंहदरबार कम्पाउण्डभित्र टेलिभिजन टावर नजिक रहेको वाणिज्य बैंकको शाखामा दस्तुर बुझाउनु पर्नेछ।बैंकमा बुझाएको दस्तुरको सक्कल भौचर सहित पुनः महाशाखामा संम्पर्क राख्नु पर्नेछ।दस्तुरको हकमा अभिलेख खडा गर्न लाग्ने दस्तुर र तपाईँले राहदानी प्राप्त गरेको देशको आधारमा गैर आवासीय नेपाली परिचयपत्र बनाउन लाग्ने दस्तुर फरक-फरक हुने भएकोले सोही बमोजिमको दुवै दस्तुर बुझाउनु पर्दछ।सबै प्रकारका दस्तुर जम्मा गर्नु पर्ने खाता नं र राजश्व दस्तुर निम्न बमोजिम रहेको छ।

६) गैर आवासीय नेपालीको परिचयपत्र प्राप्त गर्न लाग्ने दस्तुर कति छ?
नयाँ गैर आवासीय नेपाली परिचयपत्र प्राप्त गर्दा तथा नवीकरणको निमित्त लाग्ने दस्तुर विवरण निम्न बमोजिम रहेको छ:

उक्त रकम सिंहदरबार कम्पाउण्ड भित्र टेलिभिजन टावर नजिकै रहेको राष्ट्रिय वाणिज्य वैंकमा (सूचना तथा सञ्चार मन्त्रालयको अगाडि) जम्मा गर्न सकिन्छ।

७) गैर आवासीय नेपाली परिचयपत्र निवेदन पेश गरेपश्चात कहिले पाईन्छ?
सामान्यतया: सबै कागजातहरु पेश गरेको तथा प्रक्रिया पुगेको अवस्थामा एकै दिनमा नै उक्त परिचयपत्र प्रदान गर्ने हाम्रो प्रयास हुनेछ।तर कागजातको सम्बन्धमा थप बुझ्नुपर्ने देखिएमा मन्त्रालयले केही समय लिन सक्नेछ, जसको सूचना निवेदकलाई प्रदान गरिनेछ।

८) गैर आवासीय नेपाली परिचयपत्र नवीकरण गर्नको निमित्त के के कागजात तथा कति शुल्क लाग्दछ?
गैर आवासीय नेपाली परिचयपत्र नवीकरणको निमित्त नयाँ गैर आवासीय नेपाली परिचयपत्र प्राप्त गर्न आवश्यक सम्पूर्ण कागजातहरु (माथि उल्लेख भए बमोजिम) को अतिरिक्त म्याद नसकिएको आफ्नो गैर आवासीय नेपाली परिचयपत्रको सक्कल आवश्यक पर्दछ।नेपाली मूलको विदेशी नागरिकको गैर आवासीय नेपाली परिचयपत्र नवीकरण गर्दा निजले आफ्नो नेपाली नागरिकता परित्याग गरेको कागजात अनिवार्यरुपमा संलग्न गर्नुपर्दछ।नयाँ परिचयपत्र प्राप्त गर्दा लाग्ने दस्तुर तथा नवीकरणको दस्तुर समान रहेको छ।

९) गैर आवासीय नेपाली परिचयपत्र हराएमा कसरी नयाँ परिचयपत्र बनाउन सकिन्छ?
गैर आवासीय नेपाली परिचयपत्र हराएमा पुन: निवेदन दिन सकिन्छ। पुन: निवेदन दिँदा नयाँ परिचयपत्र बनाउन आवश्यक सम्पूर्ण कागजातहरुको अतिरिक्त हराएको गैर आवासीय नेपाली परिचयपत्रको प्रहरी प्रतिवेदन सहित दोब्बर रकम दस्तुर तिर्नुपर्दछ। अत: आफ्नो गैर आवासीय नेपाली परिचयपत्रको ख्याल गरौं, नहराऔं।

१०) गैर आवासीय नेपालीले बसोबास प्रयोजनको लागि नेपालमा कति जग्गा खरिद गर्न सकिन्छ?
नेपाली मूलका विदेशी नागरिकले नेपालभित्र आफ्नो वा आफ्नो परिवारको बसोबास प्रयोजनको लागि देहायको कुनै एक क्षेत्रमा देहाय बमोजिमको क्षेत्रफलमा नबढ्ने गरी जग्गा वा अन्य अचल सम्पत्ति खरिद गर्न सक्ने कानुनी व्यवस्था छः-
क) काठमाडौं उपत्याकाभित्र बढीमा दुई रोपनी,
ख) तराईका जिल्लाका नगरपालिका क्षेत्रभित्र बढीमा आठ कट्ठा,
ग) खण्ड (क) र (ख) बाहेकका अन्य जिल्लाका नगरपालिका क्षेत्रभित्र बढीमा चार रोपनी,
घ) खण्ड (ख) बाहेकका तराईका जिल्लाका गाउँपालिका क्षेत्रभित्र बढीमा एक विगाहा, वा
ङ) खण्ड (क), (ख), (ग) र (घ) बाहेकको अन्य क्षेत्रमा बढीमा दश रोपनी।

११) गैर आवासीय नेपालीले पटक-पटक जग्गा खरिद गर्न मिल्दछ?
आफु वा आफ्नो परिवारको बसोबास प्रयोजनको निमित्त तोकिएको क्षेत्रफलमा नबढ्ने गरी गैर आवासीय नेपालीले कुनै एक क्षेत्रमा जग्गा खरिद गर्न मिल्दछ।

१२) बसोबास प्रयोजनको निमित्त जग्गा खरिदका लागि परराष्ट्र मन्त्रालयमा निवेदन दिंदा आवश्यक पर्ने कागजात के के हुन ?
परराष्ट्र मन्त्रालयमा गैर आवासीय नेपालीले जग्गा खरिदको लागि निवेदन दिंदा देहाय बमोजिमका कागजातहरु आवश्यक पर्दछ।
क) गैर आवासीय नेपाली परिचयपत्रको सक्कल र त्यसको एकप्रति छाँयाकपि/ फोटोकपि
ख) विदेशी नागरिकताको प्रमाण पत्र र राहदानीको एक -एकप्रति छाँयाँकपि
ग) जग्गाको लालपूर्जा/जग्गाधनी दर्ता प्रमाणपूर्जा र त्यसको एक छाँयाँकपि
घ) जग्गा धनी (बिक्रेता) को नागरिकताको कपि
ङ) ट्रेश नक्शाको कपि/ब्लुप्रिन्ट/ (घर खरिद गर्नेको हकमा घरको नक्शा समेत)
च) घर/जग्गाको सो आ.व. को मालपोत कर तिरेको रसिद
छ) घर सम्पन्न प्रमाण पत्रको कपि
ज) जग्गा खरिदका लागि रीत पूर्वक भरिएको फाराम

१३) बसोबास प्रयोजनको निमित्त मन्त्रालयमा निवेदन दिंदा शुल्क/ दस्तुर कति लाग्दछ?
बसोबास प्रयोजनको निमित्त जग्गा खरिद सिफारिसको लागि निवदेन दिंदा परराष्ट्र मन्त्रालयमा कुनै पनि शुल्क/दस्तुर लाग्दैन।

१४) गैर आवासीय नेपाली सम्बन्धी कार्यका लागि परराष्ट्र मन्त्रालयमा आउँदा सिंहदरबार गेटमा पास कसरी लिने ?
सर्वप्रथम आफ्नो निवेदनसँग सम्बन्धित तोकिएका कागजातहरु तयार गरी परराष्ट्र मन्त्रालयको फोन नम्वर 01420018२/८३/८४ मा फोन गरेर एक्सटेन्सन २८१ मा सम्पर्क गरी आफू आउन चाहेको अनुकूल समय टिपाउनुहोस।हामीले तपाईँको विवरण टिपिसकेपछि तपाईँले तयारी गर्नु भएको कागजातका आधारमा यथासंभव छिटो हुने गरी मन्त्रालय आउने समय तय गर्नेछौं।
सिंहदरबार प्रवेशको निमित्त तपाईँको पूरा नाम, नागरिकता लिएको जिल्ला, ठेगाना र सवारी साधन छ भने सवारी साधन नम्बर समेतको विवरण हामीलाई उपलब्ध गराउनु पर्नेछ।हामी उक्त विवरण सिंहदरबार दक्षिण गेटको १ नम्वर काउन्टरमा पठाइदिनेछौं।तत्पश्चात् तपाईँले तोकिएको दिन सिंहदरबार प्रवेश पासको लागि सिंहदरबार दक्षिण गेटको १ नं काउन्टरमा सम्पर्क राखी, प्रवेश पास लिई परराष्ट्र मन्त्रालय आउन सक्नु हुनेछ।प्रवेश पास लिंदा आफ्नो परिचय खुल्ने नागरिकता/चालक परिचयपत्र वा अन्य प्रमाण सिंहदरबार प्रवेशद्वारमा छोड्नुपर्नेछ र सिंहदरबारबाट बाहिरिँदा आफ्नो कागजात लिएर जानुपर्नेछ।

१५) मन्त्रालयमा कहाँ, कति नम्बर डेस्कमा सम्पर्क गर्ने ?
परराष्ट्र मन्त्रालयमा आइसकेपछि प्रवेशद्वारमै रहेको रिसेप्सनमा आफ्नो नाम दर्ता गराउनुहोस् र रिसेप्सनमा सोधपुछ गरी गैर आवासीय नेपाली डेस्क रहेको तेस्रो तलाको पूर्वपट्टि रहेको कोठा नं ३१४ मा आई आफ्नो निवेदन /कागजपत्र दिनुहोस्। गैर आवासीय नेपाली डेस्कले सेवाग्राहीलाई संभव भएसम्म छिटो र छरितोरुपमा सेवा प्रदान गर्नेछ।

१६) निवेदन पेश गरिसकेपछीको प्रकृया के हुन्छ?
गैर आवासीय नेपाली सम्बन्धी डेस्कमा तपाईँले सम्बन्धित कामका लागि पेश गर्नु भएका कागजातहरु पुरा भए/नभएको हेरी सम्पूर्ण कागजातहरु संलग्न भएको अवस्थामा कार्यप्रक्रिया अगाडि बढाइनेछ।तोकिएको शुल्क सम्बन्धित बैंकको सिंहदरबार परिसरभित्र रहेका शाखामा बुझाइसकेपछि उक्त बैंक भौचर समेत संलग्न गरी प्रक्रिया अगाडि बढाइने छ। प्रक्रिया पुरा भएपछि सिफारिसको कागजात लिनको निमित्त सेवाग्राही/निवेदकलाई सुचित गर्नेछौं।सामान्यतयाः उक्त सिफारिस एक हप्ता भित्रमा प्रदान गरिनेछ।

If you have a minister like Lal Babu pundit you won’t get any rights to ancestral property , say good bye to all the properties ? Damn that sucks. Nepal should have given dual citizenship but they won’t.

“ Speaking at an interaction programme oraganised on the occasion of 12th Democracy Day in Kathmandu, on Tuesday, Minister Pandit said, “Those people who have renounced Nepali citizenship certificates to gain foreign countries’ citizenship would lose their right to ancestral property in Nepal.”


Regarding going via India - that’s very temporary , Nepal is going digital soon so they can track one easily.
Can one give away US citizenship later and go back to being a Nepali citizen in future ? That could be one option to get the ancestral property . It’s tough..

The nrn rules and regulations doesnt talk about inherited property. It only provides an option for nrna card holder to buy property as specified in the regulation that too is also only after getting permission of the foreign secretary of Nepal. For inherited property the old law still holds which says a foreigner cant own property in Nepal and since you have accepted a citizenship of a foreign country you are no longer a Nepali citizen. For Nepal you are just like Billy joe or robert dinero if they chose to go to Nepal.
Ad a former Nepali u have two benefits nrna card and longterm visa showing fam ties in Nepal. Going from delhi is bullshit although it worked in the past. For US passport you'll need a visa for India anyway. They j ow what's going on bith in Nepal and in India so they will give u a hard time.althoight continuation of Nepali citizenship is mentoned in the new constitution, there are no laws based on that. That's why some of us are staying as a pr for over 20 years.

All immigrants who come to the US doing that, so Who is the real US patriot when the time comes to spill the blood for the United States.

Most well off American retire in in Mexican islands, New Zealand, Australia, Panama islands etc including Trump cronies while others poorly educated Blue collars Trump supporters are left to survive paycheck to paycheck while being brainwashed that all immigrants loot America. Irony huh??
p.s.   most immigrants do not pay just $750 in tax.

-Ur totally safe until they find u cheating . After that your property will be nationalized plus some fines . Nepal is very strict in this matter after lal babu pandit kanda .

- nepal india transit , 2 passport .....it was possible until nepal implemented MRP now thats not a choice . Things even complicated post covid . Within a year nepal will have national identity card (digital) distributed replacing traditional nagarikta .so sooner all loopholes will be closed . Ur risking a dollar while saving a dime .

My advise to you would be just follow the rules , life would be miserable when you have to visit court and police at the age of retirement . Or u can retain your us passport and ask your spouse to give it up and transfer all nepal proprietors to her. Have not much choice . Zillions nepalies staying in GC just because they dnt want to risk nepal properties because its worth .

why to get citizenship when you want go to nepal ? remember when you die you wont remember how many properties you have lolch

Yes, I am having the same issue. Became US citizen with out much thinking. Now I am wondering whether I made the right decision or not?

Keep Quiet! Stay under the radar- remember Saroj Khanal sir. If you go around put on a loud mic that’s problem. Worst case even your families n relatives could notify authorities about property n other stuff. If not get NRN card

As per present constitution of Nepal Nepalis residing abroad are allowed to have dual citizenship ( except for the people residing in SAARC countries).
Nepal government prepared an amendment the citizenship act of 2063 describing the process for getting dual citizenship but unfortunately parliament is dissolved. Hopefully next parliament will approve the Bill .

As per the bill Nepalis residing abroad can have dual citizenship with full rights except political and security concerned activities.
You need the proof that you were Nepalis citizen before and your parents were/are Nepali citizen.
so wait for 1-2 yrs

Dual citizenship is not gonna happen is Nepal, it’s a complex matter. The only way is to renounce your citizenship from your resident country.

If you have lot of ancestral property , getting a US citizenship might be a bad idea. You think those social security benefits that you’re salivating on is more than the property in Nepal ? I don’t think so... and even social security is not guaranteed !

Make a smart decision now rather than regretting later.

As a green card holder you can get social security, medicare etc..u can even own gun, join army , u cant vote or use ur passport to go to Europe on next flight ..oh and u cant cone to sajha or go to tic toc and barg u have a voting right, I guess that could be a big issue for some people

The new constitution talks about continuation of citizenship not dual citizenship. Recently in Nepal there is some nexus of crooks who go after people's properties and sue then in court for ownership. They have from clerk to the judge in the gang and they publish a notice on gorkhapatra for 35 days then poof goes ur hard earned property. How are u going to go for Pepsi ( notice to appear)If they find out u dont have right to own property in Nepal then it's like stealing a candy from a kid. And no u cant hide it, Nepali immigration has ur record when u show ur blue passport at the air port. If u have more than 2 ropanis in ktm and more than 2 bigga in tarai ..think hundred times.

Most of the people here sounds like guessing what can happen without first hand knowledge. This topic has been discussed in sajha many many times and I never heard anyone ran into legal issues owning property through inheritance.

I am US citizen and own bunch of properties in Nepal which I inherited. No issues whatsoever so far in that matter. Noone ever asked me anything regarding whether or not I can own it. I am planning to reconstruct some of my properties which probably going to be my second retirement home. The primary is of course going to be the one in US.

I think as long as we stay under NRN limit, we should be ok. Try not to brag or challenge anyone, stay low profile and everything should be just fine. Nepal is our home and I don't think we can/will be outcasted legally or socially for no reason. By the way I do have NRN as well just to be in a safe side.

Someone may go over the speed limit every day and not get caught. Some may be only going over 5 miles for the 1st time and get ticketed, depends on their luck. The bottom line is there is law . Whether you happen to get caught or not is ur luck.

Points to ponder: if you have a foreign citizenship and still use ur nagarikta good luck but if u get caught it is punishable by prison a long one too.
*nrna card allows u to buy property to certain limit but u have to get a special permission from the secretary of foreign affairs . It doesn't talk about inherited property.

please read this from the nrn rules 2066, read no 3, it allows you to buy not inherite, read no 4 you have to get special permission from the office, read number 8 you will get a blue certificate , not lal purja... :

11. Facilities and concession for foreign citizen of Nepali origin: (1) Subject to the provision contained in Sub-rule (3) and (4), any foreign citizen of Nepali origin may purchase any land in any one of the region and not exceeding the following area, in order to reside within Nepal for him/her self or his/her own family in Nepal:- (a) Maximum 2 Ropani, in Kathmandu Valley, (b) Maximum 8 Kattha, in municipalities of the terai district, (c) Maximum 4 Ropani, in other municipalities except mentioned in (a) and (b), (d) One Bigaha, in village development committees of the terai district, except mentioned in part (b), or (e) 10 Ropani, in other areas except mentioned in (a), (b), (c) and (d). (2) The provisions of Sub-rule (1) does not prevail if any foreign citizen of Nepali origin has received any immovable property in the status of a Nepali citizen. 

(3) Any foreign citizen of Nepali origin if intends to purchase the land or the other property pursuant to the Section 10 of the Act and Subrule (1), shall submit an application mentioning the location, area and the price that has been fixed for the purpose of purchase of the land which he/she intends to purchase in his/her own or his/her family's name, 

(4) If the application has to be submitted pursuant to Sub-rule (3), the secretary shall give the permission to purchase the land and other immovable property within Nepal, in the name of the applicant or 7 www.lawcommission.gov.np his/her own family after making inquiry and ensuring that nothing has been against the Act or these Rules. 

(5) After receiving the permission pursuant to Sub-rule (4), the concerned office responsible for the registration pass (transfer deed) of the land shall make the registration of the land in the name of the foreign citizen of Nepali origin who has been intended to purchase the land and other property in his/her own or his/her family's name, subject to the provisions of the Act and there Rules. (6) Notwithstanding anything contained in the prevailing law, a person supposed to receive the identity card pursuant to the Act or these Rules shall not be liable to pay the visa fee.

 (7) Notwithstanding anything contained anywhere in these Rules, purchase of immovable property pursuant to the Act or these Rules shall not create further rights except those provided by the Act or these Rules. (8)Concerned land revenue office shall issue the blue colored certificate while issuing a land owner certificate of immovable property pursuant to these Rules.

Using an invalid Nepali citizenship for any purpose shall is ‘illegal’ and likely to be met with a punishment. (Details of the likely punishment is unclear as of yet).

As per the invalid Muluki Ain (The National Code), if a foreign national owns or comes to own an immovable asset in Nepal, the concerned person shall immediately either sell it or hand it over to a Nepali citizen.

Provision to transfer a property to a Nepali citizen within 3 years of learning about property unknown to self – if not transferred within 3 years, the property could be transferred to the government. If it is family inherited, there is no time limit – however, the property cannot be transferred to the name of ‘Nepali citizen who has take up a citizenship of a foreign country’.

Some people here are mentioning having a US Citizenship, NRN Card, and still able to do property transfer in Nepal. When you get NRN card, don't you have to relinquish nepali citizenship card to the Nepalese Embassy? And without Citizenship card, you can not do anything in Nepal. Just wondering how some managed to make it work?

Just cuz one person had no issues doesn’t mean that’s the law. Many people manage to do it without issues so far BUT you’ve to think for future. At some point it’ll be strictly monitored and your a** will get Fu***ed. So , make a proper decision now versus regretting later. You’ve to understand once you’re a US citizen, you’re no longer a citizen of Nepal and if you surrender your Nepali nagarikta for NRN , it’ll become almost impossible to get it back . Think about that too. I’ve seen many folks not getting NRN cards for that reason.
Remember how difficult they made it for Dhirendra ko Chhori to get citizenship ? They didn’t even give her.... it’s easy until you get caught.

No you don't . You still keep all your documents. Those are technically invalid. People won't care or check about those documents' validity in Nepal.

Someone of those NRNA rules are vague and doesn't make sense. Specially this one - Using an invalid Nepali citizenship for any purpose shall is ‘illegal’ and likely to be met with a punishment. (Details of the likely punishment is unclear as of yet).

How do you expect NRNs to do their daily activities ? Basic things like getting utilities, vehicle, or even paying taxes. Do they want to flash our NRN card every where? Does officials in those offices even recognize or know how to process NRN numbers ?
