Which Peace do you want HF....DEAD SILENT PEACE or PEACE WITH Change...
Do you think ignoring the wish of common nepalese for the talks with Maoist.....killing all of them will make this country peaceful...if so, then u must be thinking just in surface...WHY DO YOU THINK KING IS AFRAID OF SAMBIDHAN SABHA???? Isn't that also a kind of election by the people for the people??? why is king just afraid??? I just wonder!!! Maybe He is afraid of being thrown away...Maybe He feels Nobody in Nepal likes him...In my oipnion If he have faith in Nepali People, He must trust their choice....not supress them....

Nirmab bro,

So what do u say? What is the solution to the crisis?

I think instead of bein divided we should be watchful whether king keeps his words. I think our constitution needs restructuring placing strong framework for better governance.

Its really easy to bash as I said. Give the alternative solutions for healthy discussions

I smell rat, when indian newspaper reported that Sajata Koirala trekked to India from Nepal that took her four days.. I don't believe it. She was whisked to India... there must be a deal between King G and Girija on this one. King G asked for 100 days... that's all we can give him to show the results.... But I still doubt it. King G is idiot for sure. He cannot do whatever he wants to (if he has brain) coz he is totally responible for the Royal Massacre and with such involvement with the blessing of India, King G will always be blackmailed by India.

The pace of the King's govt. is damn slow. NOthing new is happening.. they say that they will form commission soon to punsih the corrupt leaders/people. But the commission is not yet formed. why so slow. It's bullshits. Which is also evident how they allowed Sujata to flee to India. Then People like Govinda Raj Joshi released in Pokhara free.

C'mon, every nepali knows what should be the prime job of King at this time. Girija under housearrest is not a arrest.. it's HOUSE REST. They are supposed to hold up Sujata who has reached to their amaased cash from we nepalese with all those corruption. But they allowed her to flee. Why was she never been detained immediately after the Feb 1 takeover.

Tell you the truth. Girija will never do any good to Nepal. They think India is their home, not Nepal. What to expect from King? He can always buy island somewhere in pacific ocean abd live luxuriousely. But he forgot the Tsunami factor. Go to those islands.. Tsunami will eat him up.

So we really need to think the ALTERNATIVE, seriousely.

I am asking for alternatives cause it is useless if there is no alternatives. Suggest alternatives to find a solution. ELse as usual, nothing gonna happen. Bash each other. Just keep on trying to prove supermacy by bashing each other.

My request is to get real and suggest the alternatives. If not then we gotta accept Royal move because there seems to be no alternatives.

Highfly dude

Do you know what ?
If you need peace and stability, the best thing to do is to do nothing..just keep yourself silent, sit back and relax. There you will find a great amount of peace and stability.

The world is not for the ones who sit back, relax and keep themselves silent. The world is for the ones who act and at times dare to take harsh and extraordinary measures.

The world is for Baburams, Prachandas. The world is for Gynendra.

King should make the following announcement,

'Today, we announce a unilateral ceasefire on behalf of the government and call for an immmidiate truce as a response from the part of the Maoists rebels as well.Government forces are ordered to make a complete halt of firing or assault from immidiate effect.

To assure that we will abide by our commitment, we have invited a 150 member delegation of the UN inspectors who will arrive in the country tomorrow and start monitoring of the activities of the government forces , 2 of each in all the districts of the country. They will be allowed access to any places they want to see without any restrictions from our part and hope the same will be done by the Maoists. The monitors will be supported by a group of individuals who have a good degree of understanding of the geography and politics of the related district and be comprised of one representative each of the main political parties, the army and the police as well as a local maoist leader.

The UN team will be given a 15 day timeframe to monitor the effective implementation of ceasefire agreement. We make sure that the government force will neither take part in any attack against the rebels nor will it be indulged on any preparation of fighting. We call for the Maoists to response in the same manner.

We call for Nepali Congress, CPN UML, CPN Maoist and RPP to recommend the names of 2 individuals each who have never taken the position of minister or any important portfolio of the government before, who will be appointed as ministers in a 11 member emergency cabinet under my leadership in 15 days from today. The security of the Maoists leaders is guaraneteed. I will select other 2 members by myself and they will also be new faces who have proven their capabilities as successful and non-corrupt administrators in the past.Equal number of junior ministers will be appointed representing smaller political parties. During the tenure of this cabinet, no addition in the staff numbers of the government will be authorised, no privatisation of public companies will be solicited, no agreements will be made with any country and no new laws or ordinance will be formulated.

Once the cabinet is formed, the following changes will immidiately taken into effect and continue to be in effect until the next arrangement is made:
The charge of the Royal Nepal Army will be transferred to the cabinet and the two-third of the cabinet majority will decide on the actions to be taken by the Royal Nepal army.

The maoists will disarm themselves and will be given the oppurtunity to put their arms and ammunitions at their disposal in any undisclosed place until the integration of the Maoists rebels in government forces will start to take place. Once the integration completes, the weapons will be collected and kept in the possesion of the new security forces according to their utility.

25 percent of the Maoists rebel who have completed comprehensive military training will be added to the RNA. And 25% more will be added in the police according to their qualifications and experience.

20 percent of the existing Security forces from army, armed police and the ordinary police and another 25% of the combatant Maoists rebels will comprise another paramiltary force that will be called a development force. This development force will be mobilised in 5 different construction works with a target of ending 5 development project decided by the cabinet within 3 years. 50 percent of our development budget will be allocated to these 5 projects only.

The new security forces will take the responsibilty to provide security of the country, work to stop all forms of crimes as well as regulate the smooth operation of the government services to the public.

The new cabinet will continously assess the performance of the security forces and mobilize them according to the decision of the 2 third majority.

Once security and stability will materialise in the country,An election for the constituent assembly will be planned within the coming three years. The elected constituent assembly will formulate a new constitution for the country envisaging a multi party democracy and constitutional monarchy. Apart from the provision of constitutional monarchy being uncompromised, all other clauses and provisions will be formulated by the constituent assembly.

All other exiting law of Nepal will continue take effect from today in order to maintain law and order in the country. But no political activities will be allowed before the new constitution comes into force and a new date of election is announced.

Once a new constitution is made within three years, a general election will be hold and I will handover the leadership of the government to the party which wins a majority in the election. If a party fails to win clear majority, a new government will be formed according to the provision of the new constitution.

I call all of the Nepalese people to cooperate with us and help to make a peaceful, prosperous country. Shree pashupatinath le hami sabai ko kalyan garun.'

Lol, you said suggest an alternative and I suggested. Aba yo utopia le click garchha gardaina tyo ta bhagwan janun. But if the King thinks that he can single-handedly
solve the problem within three years, why can''t the King, political parties, maoists and the security forces working together solve it in three years? hera sathi bhai ho, eutale arko lai masera sidhyauchhu bhanera kehi hune wala chhaina Nepal ma. Hami sabai milnu nai aaja ko awasaktya ho. Although mero idea pragmatic chhiana hola, tara kasto lagyo ta??
Aba new constituion ma elected government le full 5 years unchanged kaam garna paune provision rakhnu parchha yar. Ani PM le full 5 years kam garna paune, second term lina napaune, one tenure ma 2 times bhanda badhi cabinet change garna napaune ani mp le twice bhanda badhi chunab uthna napaune provision rakhnu parchha. Ani mantri le bureaucracy chalaune bhanda pani bureaucracy le mantri ra policy chalaune system basalnu parhha yar. Ki kaso?

Yo Highfly (just copying your style of addressing others from other thread),

Since you are asking a question this time in a decent way, I am replying.

Here is my contribution to the alternative you've asked. Don't be intimidated by the length of my answer ni. Have patience and read.

two words:

Constituent Assembly.

Although, of course, there is a lot to be done after that. See it is not a static solution but a dynamic one.

and dude, just one counter question to you: you say "just do not bash the king" and then proceed to bash political leaders and the erstwhile system itself.
hypocrisy.

Get leaders to rule the country, not politicians.
Leaders either do the right things or do things right.

Get educated people such as medical practitioners, administrators, engineers, lawyers, economists, social workers etc instead of the politicians. Shuffle them time and again if you have to. It is a trial and error process.

Spending half the life in prison does not make good leaders. If it were true, then Charles Shobhraj would have been the prime ministers of India.

Sack old schools, bring need new breed of talented people.
Make a transparent and non beaurucratic administration. Buy 100000 computers if you have to...

Make a law rule, not the politicians.

Thank yo all for u r responds. Nepe did not get chance to read the whole column but sure I will read it make some comments if I have. First of all I wanna make clear that I personally do not think absolute monrachy is the best option as analyzing the past.

But the so called democracy failed us. As every other citizen I just want a environment where I do not have fear living in my hood.

I just wanted to start a healthy discussion for possible solution. Thanks yo all for that.

I think democracy came too fast in Nepal. IT should have worked out in step by step manner. Thats why it failed so bad in Nepalese context. By saying this I mean the best way for success of anything is to establish a strong frame work. I remember studing back in KTM and finding out in business law and taxation classes there is not even a law for so many things. We just refer to Indian or British system when required.

In the same way in banks, even the bank director have taken millions in loan and there is no way they gonna pay it back.

I have seen so many problems in the system but feel helpless. In my classes while compared to Nepalese system I see so much difference and so much improvements needed.

I am not a poltical scientist. I do not have knowledge about poltical theory.

I am just another sick and tired Nepali who just want peace and stabilty in Nepal. So, I just want a convincing discussion so that there is a possible solution for Nepalese crisis.

Having said that, the things I cannot comprimise on.

1. Any other country conquering Nepal.
2. Maoist Communism in Nepal. (as I keep on saying I do not trust them at all and fear of genocide)

Peace

YEh HF I agree with you too..but the solution for our country's problem is not maasss destruction..it should be solved politically...we have to choose PEACE with Prospereity rather than DEAD SILENT PEACE>>>>>>...May our country be peaceful once again...bhagwaan le POWER huen jammai lai SADBUDDHI DEUN...

I don't think democracy failed us. We are failing ourselves by giving up too easily on it.
And I don't think democracy was too early for us. It never is.

You talk about fear. Well, do you think there is any less fear in an autocratic society? You talk about fear, but you should also be ready to listen to the plight of these Maoists, afterall they are Nepali too. I might buy the argument that some people at the top may be power-hungry lunatics, but surely not all of the thousands upon thousands of the fighters? What is their motivation? What is the reason that has pushed them to be part of the movement?

It is correct that we have so many problems, poor rule of law being one that you point out. Well, in a framework where people make their voices heard will this be taken care of properly. Otherwise the whole state machinery will plainly be a "rent-generating" machinery. To develop laws that are good for us, to the majority of us, we have to have a peoplecracy, whether you call it democracy or not.

And yeah, I don't think democracy was too early for us. Why do you say that? Why do people say that? Just because we finally started to hear the oppressed voices in our society during democracy? Hey, it was a wake up call for us, not a signal to shrink back into our shell like a turtle. In democracy, we hear those voices, whether we want to or not. The way forward is to practice more democracy and try to deal with the issues. Of course, there is no immediate answer - no one has faced such a situation before. But a solution can be worked out/will be worked out if people are put first. If people are not put first, and politics is ruled by strong-men, then we will only perpetuate the problems in our society till eternity. The solution is to step forward, not backwards.

Just an example, don't read too literally on this: When the US was independent, how many laws did they have? How many people were educated? How much infrastructure (physical, human) did they have? But was democracy too early for them in 1776? It seems to have worked! And there were hard times - hell there was a big civil war! But things worked out without having a strong man. Now, is there no corruption in the US? Does that stop the system? How much of that really matters to the system?

And talking about voter fraud, you should really see this movie, The Great McGinty.

Anyways, more if you respond, HF

Well, what will happen to the dreams showered my the Maoists to the ethnic groups of providing them with autonomous regions within Nepal with with wide range of far more control over their anchestoral homeland. What will happen to wide imbalance in government, politics, economy and society overall between these ethinc groups ?

These ethnic groups are not going to give away the dreams that they had in mind long before Maoists ever existed. The same dream which was badly shattered in the face of the Constitution of Nepal 1990.

As long as their dreams are not full filled, the peace will not return, laying down arms by the Maoists is not simple as it might seem.

tired dude

first of all dont compare US with Nepal ..cuz both are different countries with different cultures, infrastructures and were/are in different situations.......for your kind infromation Bush is the no.1 corrupt leader...dint you see farenheit 911... go to ny911truth.org.....well the controversial election between Bush and Gore makes it more obvious.....

ani you talk about not wanting dead peace.......well we were in dead peace thats why the King made his move to wake the ppl up......cant you see ppl are much more aware of the situation after the King's move.....

till when do u think we should wait and see if democracy works.....our country is going a century behind rather than going forward.......well someone has to do something if not the ppl then the King after all its his country too...

show your concern on now what better the King could/should do......rather than scaring ppl off autocracy......there is no reason to be scared of anybody if we all unite

and we dont need no civil war

peace
