Hie everybody

I have a Bachelor's degree (3yrs) in Arts. I am thinking of higher studies abroad not sure where (actually no idea). I dont know even from whre to start. I know I have to take either TOEFL or IELTS. Since my undergraduate degree is of 3 yrs only, do this will affect my application or what will happen, or do I have to take extra courses. If somebody explain me clearly, I will appreciate your help. Thank you.

Since you know how to surf the web, I'd start with www.yahoo.com or www.google.com......even better, you can get all the information you need, and some from College/University's web sites........Good Luck....
