Hi i just changed my b2 from f1 and enrolling in summer . I am married and want to bring my wife , is there any possiblities to get her visa. She is in Netherland and doing Master. I am planing to apply from there. Need help friends. your suggestion and advise is highly apprciatble.

Firstly, if you have had sufficient fundings( scholarship, fellowships) there won't be any problem in getting stamped of US visa from anywhere. If not, it would be very diffcult to get F2 Visa.

Secondly, as you said your wife is in the Netherlands for Masters, tell her to get UK visa first. If your wife's visa to stay Netherlands has not expired, she will easily get UK visa ( 58 Euro visa fee). Then apply for US visa. 99% of UK visa holders have been granted B1 visa  to US. This is based on my personal experience.
