I am about to go to DC to apply for MRP passport after my handwritten passport expired. Does anybody know if i can have someone else pick the passport for me once it is ready. I am having issues getting a self addressed prepaid envelope. What other options if any for return shipping do i have?

Yes. You have to sign a letter saying that the person who is going to pick up your passport, can pick up your passport.
