Does state of California allow you to get In state tuition once your TPS is approved?

yes. if you have lived for 1 year in CA. 

Extract from University of California website:
"A TPS grantee may be able to begin counting 366 days to establish residence for tuition purposes if s/he can verify legal presence by providing an approved Form I-821 (initial registration only) and a valid EAD category (a)(12) or (c)(19). If the EAD has expired, the Residence Deputy will verify whether it has been automatically extended by the DHS and whether the student has re-registered to TPS."

It should be good for all states, as this is a rule from DHS/USCIS. The best confirmation is to call DSO of the college/universities, as they are the ones finally approving your I-20.

I have another question on the TPS.

My F1 status ends in May 2016. If I apply for TPS, what will be my status after it expires in December 2016.

What should I do after that?

I am not sure, if you are in STEM degree, I heard they are going to cancel 27 OPT form coming year. All F1 students will have 12 months OPT. I hope it is beneficial to you, if you apply TPS on Nov/Dec and get TPS with EAD. TPS EAD will allow you to work anywhere in any company, your student OPT EAD will allow to work only on the discipline you graduated on.
