since you are from chemistry area, biomedical engg will be very different area for you. I am not sure if you have taken a look at the courses of the biomed engg or not, but all the classes in the biomed engg (in undergrad) is totally a mathematical and engineering class and very few bio/chemistry classes. So, I think even if you get into the biomed engg grad program, you will have to take a many undergraduate level classes related to biomed engg as a prerequisite for graduate level classes.
talking about the admission, gpa is not the only things. 3-3.5 is fine. letter of recommendation, personal statement and other things are also important. what you have to think is there are few schools that has graduate program in the biomed engg. you have to find and apply carefully which one will be appropriate to apply.
btw, if you get into the phd program, then mostly you will get full scholarship.
goodluck.

University of California (Davis), University of Texas (Austin), Case Western are some of the best colleges in Biomedical engineering. But again you have to choose university based on what specialty you want to persue later on, could be medical instrumentation/medical imaging, Biomaterial, Neurology/Bio-signal, Bio-transport, Biotech/Pharma, Medical device R&D and so on. One university may have best program on one of these specialties whereas other might have better program on another. So its all about what you want to persue in grad studies and then researching which university has best program/financial aid/scholarship/research opportunities/R&D related to that field. UT Austin has best program in Biomaterial whereas UC Davis in Bio-signal/Neulology. So figure out what is best for you first.

It is not easy to find job right after completing a Bachelor degree as many of the jobs requires master degree + few years of real time experience or internship.

Brother, apply to south dakota school of mines and technology. google it. It will give you fundings. those other big schools recommended by someone above, while are really good, they are also tough to get into and even togher for financial aid.
