Yes Rudra you can go to Canada to Stamp but can not go to Mexico..One of my co-worker , who also did his MS in US, currenly in H1B went to Canada for Stamping in Vancouver, Canada
Go for it. I got mine stamped last december from Ottawa. No issues as all.
I dont know much about it but if you know about dependent visa on F1 OPT please let me know. I got married and want to have my wife apply for F2 visa. My first 12 months OPT is till Aug 28, 2012. I have graduated my MS from US. I am goin to apply for STEM extension in May. So, how likely she is going to get F2 visa on my F1 OPT? Any idea ..someone? Thank you

Generally anyone can apply for a US visa from anywhere round the world. However, people are encouraged to apply from their country of residence or country of domicile and in addition to these, there might be specific post policies. Therefore, you will need to check with the Embassy in Canada to find out the requirements for applying there.
