Dear friends,

I recently moved from Virginia to Texas. I still hold a valid Virginia Driver's License. A constable in Texas pulled me over for speeding and gave me a warning to change my driver's license since I live in Texas now. So today, I went to DPS office in Houston to get a Texas driver's license and I had a problem with them. They asked me if I had Social Security. I said yes. But, I lost my SS card and I only have a copy. They wanted original hard copy. I told them SS office will not issue a replacement card to me because I don't have an on-campus job now. So, they denied me Texas Driver's License.

What can I do now? I need to get a Texas DL. Will my Virginia's License get suspended after 30 days since the officer gave me a warning to get a Texas License within 30 days. Please Help ......

It is hard to get a ss card, and we loose it very easily. Once we were in USA, we were suggested to keep it very safe  as BUTY, never loose it.  We have been taking care of it , as it is our part of our body and if lost our body will not function properly.

We got a good advise, hope all will follow this suggestion.
Hope Texas people have answer for you.

as far as i know, your Virginia DL wont be suspended just coz u have been warned to change it to the one of the current state, but next time u get pulled over, u might get a ticket as most states give u 10 days of time to change your driver license and register your car after you move there. If u have not been pulled over, u could have lied to them, but now they have you in the record, and you cant lie to them that u  just moved there a couple of days ago  (btw, i have done that once)


but in the mean time, try to get DL from Texas . Hope somebody will come up with some better suggestions.

have you tried calling SS office and see if you could renew it, not for work but to renew your driver's liscence. they are making dl complicated like nothing. a buddy of mine was asked to bring in the stamped I20 when he first got into the country.

On a different note, are there any state who still issues Driver's license when you surrender Nepali driver's license?

Furke, you should go the SS office and ask them to give you a letter that you can present to the DMV. They have a standard letter asking the DMV to issue driver's license to F-1 students.

They already told me no letter can help. I must bring hard copy SS card.

This is strange, my friend recently got his DL with just a letter from the SS office. It was a pretty standard letter. I hope someone else will come up with  better suggestions.

You might need to talk to your international adviser. International student can get the driver licence with Stamped I 20 or school letter and with out SSN and why not you???

one more thing you can try to go diffrent DMV office, it might going to work there but go with letter and ask them to put your SSN at school letter.

Jut get the letter and go to the office. It all depends on person to person. so just give it a try. If they don't accept and go next and with different person, you never know they may accept ....

Just give it a try since you don't have other options at the moment and let better you do something  ....

on the other hand, student should be able to drive even they don't have ssn. I have seen people with visitor visa driving car. What is the process for student?? Its their rights to drive car. Anybody in the country should be able to drive if they are legally ... that my point ...

i am not sure , but in New Jeresy, if you have a DL from India, then you can get a DL there just by appearing in a written test, u dont have to go for a driving test. So it might prolly work for Nepal as well.

Hey! Furkey! What is your Status? YOU DON'T NEED AN ORIGINAL SSN FOR DRIVER LICENSE. LOOK AT NO. 8 BELOW. Your VA license and valid passport is enough. 

 texas DMV application: Social Security Number


The Texas Family Code, Section 231.302 (c)(1), Texas Transportation Code, Sections 521.044 and 522.021 and the Administrative Rules, Section 15.42 and 16.40, require that a social security number be obtained from every applicant for a driver license or commercial driver license (CDL).

Individuals who have applied for and been denied the issuance of a Social Security number due to ineligibility or that have never applied for, been issued or assigned a SSN by the Social Security Administration may complete a Social Security Affidavit (DL-13). The affidavit will be available at the driver license office and must be sworn to before an authorized department employee.

Documentation for proof of the Social Security Number may include: 

  1. Federal issued Social Security Card. (Metal Social Security cards or types sold at flea markets will NOT be accepted).
  2. Health Card (if member number represents Social Security Number).
  3. Pilot's license
  4. Military identification (Active and reserve duty personnel only, not acceptable for dependents).
  5. Peace officer's license - Texas Commission on Law Enforcement Officer Standard and Education.
  6. DD-214
  7. Medicare/Medicaid Cards
  8. Certified college/university transcript (designating number as SSN).
  9. Veteran's administration card (with social security number preprinted on card)
All documents submitted as proof of Social Security Number are subject to review and final approval by the Driver License Office.

 Foreign Passport with a visa (valid or expired) and:

  1. Form I-94 with status code F1, F2, M1, or M2, an unexpired Form I-20, and evidence ofcurrent enrollment at the educational institution listed on Form I-20 orsponsorship in a visiting worker program or,

  2. Form I-94 with status code J-1 or J-2 and an unexpired Form IAP-66 or Form DS-2019 or,

  3. Unexpired Form I-94 with a definedexpiration date: Form I-94 must have been issued for a period of at least one year and have at least six months validity remaining.
  • Unexpired photo DL or photo ID issued by a US state, US territory, the District of Columbia, or Canadian province(actual card)

Thanks SIS, that was very nice of you, you looked for genuine info for me. 

I am in lawful F-1 status.
But, in my college transcript there is student ID number but not SSN. I have not provided them my SSN. I will still ask my college advisor what she can do.

And another thing frens, 

I came to know that in Texas they issue DL to F-1 students with validity of only one year. On the top of that, the DL includes a 'TEMPORARY VISITOR' stamp. That really sucks. Do dealers finance cars to people with such driver's license? One conclusion, it is very important to be in status,  because laws are getting stricter. 

Anybody from Texas who is an F-1 got their driver's license without 'TEMPORARY VISITOR' stamp recently? If yes, from where? Which city and DPS location?
