You have to be a citizen of the US in order to get the voters registration form. What you highlighted simply means you don’t need a proof of citizenship since one has already done so in order to get the voters registration form. What's even more concerning is the

But people like Trump are not dangerous @sexyInSari. in local referendums, non-citizens are residents. They pay taxes. The deal is that they should have a say. No taxation without representation. As for elections of officials, that’s in Court. I think it was found illegal in one jurisdiction.
