"Today's agreement will allow TPS beneficiaries — many of whom have lived in the U.S. for decades and built deep roots in their communities — to once again seek permanent residency and extinguish the threat of deportation if their TPS protections are revoked," said John Lewis of Democracy Forward Foundation, in a statement Tuesday. According to Monday's proposed settlement, the government will publish "do it yourself" packages, including template motions, for pro se individuals wishing to get their deportations dismissed. The government will also make information about pro bono legal resources available.
CARECEN and seven TPS beneficiaries sued the Trump administration in 2020, after then-acting USCIS Director Ken Cuccinelli issued a policy guidance in 2019 that made it functionally impossible for TPS beneficiaries who faced deportation to clear that threat so they could apply for permanent resident status.

TPS is a program that grants temporary work authorization and reprieve from removal to individuals from countries suffering from civil war or natural disasters. According to the U.S. Citizenship and Immigration Services, citizens from Afghanistan, El Salvador, Haiti, Honduras, Myanmar, Nepal, Nicaragua, Somalia, South Sudan, Sudan, Syria, Ukraine, Venezuela and Yemen are eligible for temporary protected status.

Here is the source: https://democracyforward.org/press/tps-beneficiaries/

But reading the press release and the settlement document, it does not seem to be a blanket decision to allow anyone to apply for green card - it is more related to people who had filed for adjustment of status already and that was denied (or people put in deportation proceedings). Those individuals can now apply for adjustment again.

From the settlement document:
"Should an individual’s removal order be terminated, individuals who have already
applied to adjust status with USCIS and been denied solely for lack of jurisdiction, or denied solely
for lack of jurisdiction and inadmissibility (where a waiver was available but not filed or
adjudicated for the waivable ground of inadmissibility), may either file a new Form I-485 or move
to reopen their denied application for adjustment of status with USCIS, if timely."

This is a settlement of Central American Resource Center et al v. CUCCINELLI, II et al case.

TPS beneficiaries with pending deportation cases have until January 2025 to ask U.S. Immigration and Customs Enforcement's Office of the Principal Legal Advisor to reopen and dismiss their cases, according to the agreement, which still needed a judge's signature as of Tuesday afternoon

Bhattarai v Nielsen or Ramos v. Nielsen cases are still in court and as we all know the last decision the court has taken:

ALERT: USCIS will extend, through Dec. 31, 2022, Temporary Protected Status (TPS) and the validity of certain TPS-related documentation (Form I-766, Employment Authorization Documents (EADs); Forms I-797, Notice of Action; and Forms I-94, Arrival/Departure Record) for beneficiaries under the TPS designations for El Salvador, Haiti, Honduras, Nepal, Nicaragua and Sudan, provided that the affected beneficiaries remain individually eligible for TPS.
