Is TIA issuing on arrival visa to US citizen?

Has anybody traveled to Nepal recently? Anybody knows if TIA is issuing on arrival visa? if not what are the options to get nepali visa?

Naturalized US citizens (of Nepali origin) are eligible for on-arrival visa.
