Only thing that worked in the west is economic freedom. The mass production of goods after the Second World War. And, that same philosophy worked in China after they established special economic zones.
Only giving rights on paper or good relations with your neighbour's is not enough for peace and development. At the end of the day, we get hungry, we have desires.
India has freedom for the last seventy years... look at its people's condition. It is home to the most number of the poorest people after Saharan region.
