I don't qualify for NIW but some of the folks I know said they did it (and some are doing it) through Chen Immigration. Good luck!
I-140 recently approved. Now waiting for status adjustment. Done via "Chen and Associates".
Great service. I recommend them. I have no conflict of interest. But they offer a great service.
What is your field of study? Depending upon this it will determine your likelihood. Even a decent number of publications will work, based on the demand of your expertise.
If you already have your PhD, and have over 3-4 journal articles, even if co-authored ones, have high citation (>60 is considered good) then you have good chance. If you have also contributed to your field via working as Reviewer, Panelist, Judge, Referees, etc, this will further enhance your chance.
Just send an enquiry email to Chen and Associates with your CV, they will tell you how likely is your chance to get.
Hope this helps. Good Luck. Cheers !
Free evaluation with Chen is the best start. They offer full refund if your case is rejected. My wife filed with them and we are really happy although $4,800 sounds higher than other lawyer fees (who do not refund, if not approved). They quoted the fee up front and never asked for additional fees although our case got complicated with a surprisingly unusual RFE at one point.
