@Sahara Koirala:- If you just transferred to Newyork from other State then i do not think you will be qualified to get the instate tuition fee in New york State.

This is what I found, thought would be helpful for you

Students applying for in-state tuition must have resided in New York State, with the intent to stay, for at least one year prior to the first day of class for the semester in which they are applying for a determination. Students must submit proper documentation along with the CUNY Residency Application (Do not know what is CUNY)
