Its just a bill and hasnt been acted upon. So whatever the current rules are they will be valid for now.
like maxpayne said, H1b bill has not yet been active yet. They might implement it for those who apply in April 1, 2017. If you are working under H1B, your Salary should not be less than 130K if bill is passed.
Let's wait and watch carefully. If you are in TPS, and your current employer can't match 130K, then you should work under TPS EAD and immediately process for GC. That might be the roadmap for future. H1B is a risky status now.
Also on that 130K note, I believe It only applies to H1b dependent companies
minimum wage 130K is only for companies to get EXEMPTION from various requirements, including demonstrating that they aren't displacing American workers. It was 60K now adjusting to 130K. All other remaining the same. Also, it's just a bill introduced by democratic senator more than likely not making through the senate.
BUT, we don't know what Trump's executive order will include regarding H1b. The executive order may be a game changer.
