is filing I-485 current for Nepali citizen these days? I checked the website of visa bulletin but could not find anything about Nepal.

In the Web Page Link below, look for section
"A. FINAL ACTION DATES FOR EMPLOYMENT-BASED PREFERENCE CASES" specifically, for Column "All Changeability Areas Except Those Listed" and look for Row "2nd". There you will find the priority date for Sept 16 bulletin says, 01FEB14. Which means if you have an approved PERM Labor that was filed on or before Feb 1st, 2014 then you should be able to apply I-485.

It was current till last month. How come it is Feb 1st. 2014 now? Does anyone have any idea ?

PREFERENCE CASES and B. DATES FOR FILING OF EMPLOYMENT-BASED
VISA APPLICATIONS
I think B. is when you can file your visa. So both Eb3 and 2 is current to file the application. But your greencard will only be process according to the date in A.
Yes you are right. I hadn't realized that earlier. Section B does indicate that EB2 should be able to file concurrently or may file once 140 is approved.
I checked the bulletin for months prior to august, it was all concurrent. How come it went back to Feb 2014 in August, I don't understand. Any idea?

No, USCIS does not honor everything what DOS provides in a VIsa bulletin when it comes to filing I-485. But, they honor final action date of each category. so, you need to see/use the visa bulletin at USCIS website at the time of filing to see if you can actually use filing date..
