My prevailing wage is 40,000 which if paid hourly based on 40 hour work week will calculate to $19.23. Now can my company pay me less than $19.23 since I work overtime hours? can the overtime hour compensation be added to meet the minimum prevailing wage of 40,000? or is 40,000 stricly for 40 hours(without overtime)??

What is written in your appointment letter about the Salary scale. follow that agreement, if you have been given extra hours of benefits, then you have full rights to claim for that.
