Where is Prachanda and Baburam

The list was people in history, Prachanda and Baburam are in the present once they die, they will join that list as 26 and 27. They will rank ahead of Girija who will be in 28. Their crimes will include selling Nepal to India, decieving the Nepali population, human rights violation, dissapearing, torture and murder of 10000 human beings

is this a ranking system? if so, how and what is the criteria for ranking these evil individuals in the way it has been ranked? all of the listed individuals and more should be named irregardless of any ranking system.
