Those are फुटपाथे  learning from organise criminals and trying to be in Next Level. Most organised criminals are members of Politial Party and Protected by their party.  Criminals are more powerful than the government. SC convited but the criminal is not going jail , rather he will start नेपाल बन्द and SC will re-consider it's verdict to not a criminal. That is how the law and order is in Nepal.  I would not much worry about these little crime rather organised by the party itself.
