can family member sponsor greencard

I was just curious as one of my indian friend got sponsored from his Maternal uncle(mama) for his greencard and got aproved (thats what he says). Can anyone in USA in any other visa status(f1 or H1) be sponsored by their first blood relative like mama,kaka, fupu? If possible what is the process or if there is any link I can find out from please let me know. Thank you. Jay Nepal
