Hi there,  A friend of mine was denied a F1 visa and the Consulate did not give his I-20 back. He called his University in the States but the International Advisor told him that he needs to wait for the Spring semester now. How come they could not  issue another I-20 for the Fall since he was already accepted for the Fall semester? So is it true that when one is denied a F1 visa his I-20 will taken away by the Consulate and he needs to get a new one? I would be grateful for all the possible answers. Thanks a lot
