As per him, Pops up" temporarily disable and do not re-register”, He is honoring the request not registering until now. If the account is disabled there must be a reason and the person should need to know the reason ( may give him a chance to self improve ) and when he will  be getting back.  Otherwise he or she will not wait for enable, will re-register right then and there. What are the bases for account disable?  If admin notification or flag, it should be one vote for one account holder otherwise someone has a day off may flag thousands if he does not like particular person, that will not be a fair judgment. If you want people not to reregister again, reply them or give the reason for disabled reason along with its pop up and a tentative date for enable to sign.Thanks.
