Visa for a person who has applied I130 and is in the process !!

Hi Guys, I need a serious help. One of my friend applied I-130 for his sister (petition for alien relative) as he is a citizen of this country. I-130 is in the process but his sister recently got married with a guy residing in USA who has working visa. Can she apply H4 visa? Is there any other way for her to come here. Thanks guys !!!!

I am not Immigration exports but ..... Can she apply H4 visa?       Yes, I don't see any relation between I130 filing and H4(dependent visa) ...also H1/H4 is dual intend visa Is there any other way for her to come here.            yes, she can try for F1, B1, EB5  and so no............ better to consult  with immigration lawyer  Good Luck
