There is no restriction on brothers, sisters and parents to use Iphone in Nepal. Jokes apart yes he can use it provide that its unlocked.

Your brother can take phone to mobile shop. They can easily unlock iphone for reasonable price. If you wanna do it here just google it how do it.

its really easy...is it committed or non commited phone?  You can unlock the phone here but after few days itunes will be required to activate it.  so may be you are better off by passing activation here....(google that)
