I don't understand who gave him the authority to declare whatever republic states. He isn't in any of the government position either. This implies that the so called Nepal Government is just a psuedo organization which can do nothing but attend the international seminars and the ultimate law makers are these bunch of craps.

This sums of how cheap these acts are.Neither they are on government nor they have any rights to declare such states. This is just a mockery of the system and the government.
