Why is there immunity for Maoists?

With the recent arrest of Major Niranjan Basnet for crimes allegedly committed during the insurgency, shouldn’t those who ordered and/or carried out the killing of individuals like Ram Hari Shrestha and Dikendra Thapa and all those innocent passengers at Madi also be arrested? Or is such reckoning for one and not the other side?

Let’s face it Raju, Nepal and the Nepalis simply don’t have the guts to take on these Maoists. That’s the reason these terrorists are getting away with murder and a lot more. And who says that we don’t deserve them?
