Why just IT has contractor's but not in other field?

Every where, they are saying need of IT, we will give free training, some thing some thing? Why not for engineers and other field? Are there any recruiting companies for civil engineers or other engineering field? Any idea????/

good questions. Probably its an easier field with some background in IT, you can have short training and become capable(kaam chalau) developer, admins etc. Other fields like engineering, Construction, medical may require additional liscensing. Market hott bhayera pani hola . I'd thought of similar question, thanks for posting.
